‘We need to end the apartheid against Nature’

Amandla! (A!)*: If Copenhagen was a betrayal and Cancun treachery (in your words during the Dakar 2011 World Social Forum), given what is shaping up for Durban, how are we likely to characterise COP 17?

Pablo Solón (PS): The scenario for COP 17 is even worst than for Copenhagen and Cancun. If there is not enough social pressure, Durban could end up formalising an increase in global temperature of more than 4º C that would burn the planet and devastate Africa.

In negotiations up to now, those responsible for climate change have made no attempt to increase their commitments to reduce greenhouse gas emissions. To have a hope of keeping temperature rises limited to 2º C, all countries together need to reduce 14 gigatons (Gt) of CO2e by 2020. Developed countries, who have the historical responsibility for climate change, are willing to reduce only between 3 to 3.6 Gt. Developing countries have committed to reduce by between 3.7 and 5 Gt. So in total there is a gap of around 7 to 5 Gt of CO2e. In other words, we are less than halfway there to even have a chance of meeting the global commitment of a less than 2º C temperature rise. 

The Durban Package: “Laisser faire, laisser passer”

The Climate Change Conference ended two days later than expected, adopting a set of decisions that were known only a few hours before their adoption. Some decisions were even not complete at the moment of their consideration. Paragraphs were missing and some delegations didn’t even have copies of these drafts. The package of decisions was released by the South African presidency with the ultimatum of “Take it or leave it”. Only the European Union was allowed to make last minute amendments at the plenary.

Several delegations made harsh criticisms to the documents and expressed their opposition to sections of them. However, no delegation explicitly objected the subsequent adoption of these decisions. At the end, the whole package was adopted by consensus without the objection of any delegation. The core elements of the Durban Package can be summarized as follows:

La Conferencia de Cambio Climático terminó dos días después de lo previsto aprobando un conjunto de decisiones que recién se conocieron horas antes de su adopción. Algunas decisiones no estaban completas el momento de su consideración. Les faltaban párrafos y algunas delegaciones ni siquiera tenían el texto de las mismas. El Paquete de decisiones fue puesto por la Presidencia Sudafricana con el ultimátum de “Tómalo o déjalo”. Sólo a la Unión Europea se le aceptó modificaciones de último momento en plenaria.

Varias delegaciones hicieron duras criticas a los documentos y manifestaron su oposición. Sin embargo, ninguna delegación objeto de manera explicita y consecuente la adopción de estas decisiones. Al final el paquete entero se adoptó por consenso sin la objeción de ninguna delegación. Los elementos centrales del Paquete de Durban se los puede resumir de la siguiente manera:

A few moments ago we found out the decisions that they have been cooking behind the scenes. In Durban they won’t approve a second period of commitments of the Kyoto Protocol. This will happen at the end of next year: in COP18.

COP17: The Great Escape III

After 9 days of negotiations there is no doubt that we saw this movie before. It is the third remake of Copenhagen and Cancun. Same actors. Same script. The documents are produced outside the formal negotiating scenario . In private meetings, dinners which the 193 member states do not attend. The result of these meetings is known only on the last day. In the case of Copenhagen it was at two in the morning after the event should have already ended. In Cancun, the draft decision just appeared at 5 p.m. on the last day and was not opened for negotiation, not even to correct a comma.

Después de 9 días de negociaciones no hay dudas de que ya vimos está película. Es el tercer refrito de Copenhague y Cancún. Mismos actores. Mismo guión. Los documentos se producen fuera de los espacios formales de negociación. En cenas y reuniones privadas a las que no asisten los 193 estados miembros. El resultado de estos encuentros se conoce solo el último día. En el caso de Copenhague fue a las dos de la mañana del día después que debió haber terminado el evento. En Cancún el proyecto de decisión recién apareció a las cinco de la tarde del último día y no se abrió a la negociación ni siquiera para corregir una coma.

One Year Since Cancun and Just Days Away from Durban: MORE THAN 4°C

Balance sheet and perspectives on the climate change negotiations (Part I)

Almost a year has gone by since the results of the climate change negotiations in Cancun were imposed with the objection of only Bolivia. It’s time to take stock and see where we are now.

In Cancun, the developed countries listed their greenhouse gas emission reduction pledges for the 2012-2020 period. The United States and Canada said they would reduce emissions by 3% based on 1990 levels, the European Union between 20 and 30%, Japan 25%, and Russia from 15 to 25% [1]. Adding up all the reduction pledges of the developed countries, the total reduction in emissions by 2020 would be 13-17% [2] based on 1990 levels.

These greenhouse gas emission reduction “pledges,” according to the United Nations Environment Programme [3], the Stockholm Environment Institute [4], and even the Executive Secretary of the Climate Change Convention [5], would lead us to an average increase in global temperature of around 4°C or more.[6] That is double the amount they established in Cancun: a maximum temperature increase of just 2°C.

Balance y perspectivas de las negociaciones de cambio climático (Primera Parte)

Ha pasado casi un año desde que los resultados de las negociaciones de cambio climático en Cancún se impusieran con la sola objeción de Bolivia. Ha llegado la hora de hacer un balance y ver donde estamos.

En Cancún los países desarrollados listaron sus promesas de reducción de emisiones de gases de efecto invernadero para el periodo 2012-2020. Estados Unidos y Canadá dijeron que iban a reducir sus emisiones en un 3% tomando en cuenta los niveles de 1990. La Unión Europea entre un 20% y un 30%. Japón un 25%. Rusia entre un 15% y un 25%[1]. Sumando todas las promesas la reducción de los países desarrollados la reducción de emisiones hasta el 2020 sería de un 13% a un 17%[2] tomando como referencia sus emisiones de 1990.

Estas “promesas” de reducción de emisiones según el Programa de las Naciones Unidas para el Medio Ambiente[3], el Instituto Medioambiental de Estocolmo[4] y la propia Secretaria Ejecutiva de la Convención de Cambio Climático[5] nos llevan a un incremento de la temperatura de alrededor de 4º C o más[6]. Es decir dos veces el objetivo que ellos establecieron en Cancún y que es limitar el incremento de la temperatura a solo 2º C.
