Algunas reflexiones, autocríticas y propuestas sobre el proceso de cambio en Bolivia

¿Qué ha pasado? ¿Cómo llegamos hasta aquí? ¿Qué ocurrió con el proceso de cambio que hace más de quince años conquistó su primera victoria con la guerra del agua? ¿Por qué un conglomerado de movimientos que querían cambiar Bolivia acabaron atrapados en un referéndum para que dos personas puedan re-elegirse en el 2019?

La reserva sobre el akulliku pone en entredicho a la Convención Única de Estupefacientes de 1961

Bolivia ha logrado que se acepte su reserva sobre el masticado de la hoja de coca. La practica tradicional del masticado de la hoja de coca no será penalizada por la comunidad internacional cuando se realice en Bolivia. Sin embargo, si esta ocurriese en otro país es sujeta a penalización. Acorde con el articulo 49 de la Convención de Estupefacientes de 1961 después de 25 años de su entrada en vigor ningún país puede permitir el masticado de la hoja de coca… con excepción ahora del Estado Plurinacional de Bolivia.

Today, Pablo Solón completes his term as Ambassador for the Plurinational State of Bolivia to the United Nations. As representative of a small and poor country, Solón has played a key role in perhaps the decisive political struggle of this century: the fight against climate change and the unjust economic system causing environmental and social crisis.

We were accused of being obstructionist, obstinate and unrealistic. But we feel an enormous obligation to set aside diplomacy and tell the truth.

Diplomacy is traditionally a game of alliance and compromise. Yet in the early hours of Saturday 11 December, Bolivia found itself alone against the world: the only nation to oppose the outcome of the United Nations climate change summit in Cancún. We were accused of being obstructionist, obstinate and unrealistic. Yet in truth we did not feel alone, nor are we offended by the attacks. Instead, we feel an enormous obligation to set aside diplomacy and tell the truth.
